[Pm-utils] pm-utils 0.99.4 released

Why not host the tarballs in the project webspace? 
http://pm-utils.freedesktop.org?

Also, put some sort of announcement up there and what the current 
release is and a link to download it.

Right now this project continues to feel like a "Fedora only" project, 
yet HAL now depends on this so other distributions and people rolling 
their own need to find it.
