[Pm-utils] Move pm_main functionality out of functions into pm-action

The reason the original pm_main was created in the first place was 
that it was shared between the pm-suspend/pm-hibernate scripts.  
Since they are symlinks to pm-action these days, having that code
in functions just clutters the namespace.  

The code in this patchset has been cleaned up and merged into the fd.o
git repo.
