According to Takashi, I think we can drop the alsactl hook.

For power management aware drivers, they will save and restore their
state for suspend. For non-power management aware drivers, they have
to be unloaded at suspend time. In that case, the system should be
setup to save and restore the state via udev or modprobe. I don't
think we should handle that case besides supporting SUSPEND_MODULES.
