They are in the process to change the website. From
http://hdr.undp.org/en/reports/global/hdr2005/chapters/french/, you can
download the chapters and have links for different languages. 

For this particular file, they made a new version, and it is still the same
problem, but with xpdf only:
http://hdr.undp.org/en/media/hdr05_fr_chapter_41.pdf

For information, the English version of this file is looking good with xpdf:
http://hdr.undp.org/en/media/hdr05_chapter_43.pdf
