Reported in the Ubuntu bug tracker:

For example "pdfinfo -v" should return the exit status 0 for success, but
returns return status 99.

Same with "pdfinfo -h", "pdfinfo -help", "pdfinfo --help", "pdfinfo -?", and
"pdfinfo -listenc"
