sample pdf file ("delhi works contract form 4.pdf")

I compiled poppler 0.16.2 using mingw (part of QT4). It builds fine but when I
ran poppler_qt4viewer and opens any pdf, it fails to render it. The error comes
on the console is 
""Error: Couldn't create a font for 'Times-Bold'"
"Error: Couldn't create a font for 'Times-Roman'"

The sample pdf is attached here for your reference. Is something wrong with the
compiler settings? Please resolve.
