The increase in size is not caused by rasterization. Instead the images are
output twice. The images from inside Patterns are output as arrays in the
resources section before the page content. Then due to the optimization to
avoid patterns when the tiling pattern is non repeating the image is output
again as an embedded image in the page content.

I can't see any easy way to fix this without removing the optimization so it is
probably better the remove the optimization as your patch does. However there
are some PDFs that fail to print on my Brother printer without this
optimization. I need to do further investigation of why these PDFs fail to
print. There may be a bug somewhere else or it may be that this printer is only
good for PCL printing.

Also, this PDF does not print correctly either with or without the patch. All
the glyphs are misplaced.
