It seems to me this is the PDF equivalent of "<noscript>Your browser does not
support JavaScript!</noscript>". As poppler renders PDF, I think it could be
expected to deal with this kind of document.
IIUC, it defines the document as /Subtype application/pdf. Not having anything
else, it might be possible to just show its content. Please, let me know if I
am wrong.</pre>
