[poppler] Fontconfig version

I've yet to begin to rewrite the fontconfig patch but i would like which would 
be a minimum acceptable version to use, i think we could target Fontconfig 
2.3.0, it was released four months ago and adds the possibility of querying a 
font given its family instead of its complete name, that can help in some 
cases.

What do you think?
