I vote for removal of %%EOF check and making poppler not crash.

I've seen files with no proper %%EOF in my testing. Trying to educate
users of software that uses poppler that those are not valid PDF files
is a loosing proposition. If a file opens in Adobe Reader (and they
do) the user doesn't care why poppler can't handle it.
