[poppler] poppler-data , recommended or required ?

Is the install of poppler-data alongside poppler more of a recommendation or 
a requirement?

I ask because it's README mentions only that it adds support for various 
locales/encodings.  As such, currently in fedora's packaging, we install it 
only when the language packs/support is installed for those mentioned in 
README.
