[Portland] Common component model proposal

I've got a kind of an RFC for you, it is just about KDE and GNOME
integration so I believe this is the right place to show up.

Notice that Qt-main-loop patch by Norbert is necessary for gparts
to work properly, or else there'll be (yet insignificant) artifacts
