[Portland] xdg-utils: wrapper script for file dialogs

Hi,

just comitted the wrapper script xdg-file-dialog, intended to solve the task 
of using the native file dialog to ask for open/save filenames or 
directories.

Uses kdialog on KDE and zenity on GNOME
