[Portland] Proposed xdg-utils release schedule

I would like to propose the following schedule for releasing xdg-utils
Please provide your feedback. 

Schedule
========
Wk24 xdg-utils beta1
Wk27 xdg-utils beta2
Wk30 xdg-utils 1.0 release

Testing
=======
Tom Whipple is developing an extensive QA test suite to ensure that all
tools work on the major distributions and to help distributors who are
including xdg-utils in upcoming products to ensure that xdg-utils is
properly integrated with these products. Everyone is encouraged to run
the test suite on their favourite distribution. The QA test suite will
be included in beta2.

Goals for beta1
===============
* Collect feedback on command line syntax / semantics, in particular
from the perspective of using xdg-utils for installation / in packages.

Goals for beta2
===============
* Select which xdg-* tools will be part of 1.0 and which will be left
out
* Provide stable command line syntax for all included tools
* Base line for testing: include finished QA test suite

Goals for 1.0
=============
* Run QA test suite on as many distributions as possible and fix all
issues that come out of QA testing.
