[Portland] xdg-settings utility to provide unified view of important gconf and kconf settings?

I know there's been discussion in the past about a unified
configuration system
( see http://www.freedesktop.org/wiki/Specifications/config-spec )
but that seems to have stalled.  Meanwhile, people
shipping apps need a way to do things like get the system proxy settings
and get and set the default browser settings.

While we wait for a final solution,
perhaps a lightweight pragmatic wrapper, a la xdg-utils,
is called for.

Has anybody done one of those yet?
