[Portland] [xdg-open] URI scheme support

 Hi

 I wrote a little patch which adds URI scheme support to xdg-open
(works without "Big 4" DEs)

 Now you can associate app with an URI scheme like:

 xdg-mime default smplayer.desktop uri/mms

 and voila:

 xdg-open mms://livewm.orange.fr/live-multicanaux

 works as expected (at least by me).
