Comment:

 Full output of the command "pulseaudio -vv" would have been useful, but I
 guess the situation is that module-hal-detect loads module-alsa-sink, and
 next the autoload thing loads module-alsa-sink again with the same card
 (hw:0), which of course conflicts.

 If you don't have any real reason to use autoloading (which, AFAIK, is
 used to handle hotplugging of eg. usb sound cards), remove the autoload
 lines. If you do need autoloading, remove module-hal-detect.

 I'm closing the ticket. One could argue that it's a bug that non-sensible
 configurations aren't detected, but failing due to the device being busy
 isn't a bug.
