 To be honest, this bug report looks more like something to ask the
 packagers on your distro. At least at first.

 You don't say how you start pulseaudio or what desktop (e.g. gnome) you
 use. If you are not hearing startup sounds, you are probably not
 initialising pulseaudio early enough in the logon procedure. You should
 really make sure pulse gets started before e.g. ESD or Arts (ESD should
 defo not be used but you '''can''' run Arts on top of pulse).

 The user may have their own config that sets a different device - check
 the ~/.pulse folder.

 As I say I'd consider asking your distro's packager about the logon issues
 etc.
