Comment:

 You are almost certainly using pavucontrol not padevchooser to do this
 (padevchooser has a menu entry that run pavucontrol for you).

 This sounds like a dupe of #756 in which gnome-volume-control-applet or
 gnome-volume-control limits the upper value to 100%. In which case this is
 a gnome bug.

 If you can prevent gnome-volume-control* from running (e.g. rename them as
 root temporarily, set the volumes, reboot) is the volume restored
 correctly?

 I think this will be the case, so will close this bug for now, but feel
 free to reopen if I'm wrong and give some more details. :)
