Comment:

 That is the flat volume logic: the sink volume is always kept at the
 maximum of all stream volumes. That's a very simple logic which
 coincidentally is exactly how Vista handles volume management now too. The
 flat volume logic was considerably modified in 0.9.16, so I'd like to ask
 you to test that.
