 Under the Playback tab, pavucontrol only shows applications when they have
 a stream open. Some applications do it very briefly, causing the list to
 show them just for an instant, and that makes them impossible to
 configure.

 One example are applications playing very short sounds, another are
 applications that for some reason constantly open and close the stream
 (e.g. Spotify running in Wine does that when it is not playing anything).

 pavucontrol needs to avoid such flickering to be useful in those cases.
 One variant could be to show each application for at least x seconds.
 Another could be a toggle to list all applications in the stream-volumes
 database (which would be a useful in any case).
