#911: USB device lists more configurations if pulseaudio is started after it is
plugged in

I bought a cheap usb audio device identfying itself as "C-Media
Electronics, Inc. CM106 Like Sound Device" (usb id 0d8c:0102). This device
has 5.1 output and indeed pavucontrol lists 26 configurations for it,
 including various 5.1 configurations.

However, when I plug this into my computer while pulse is already running,
it only reports three configurations, all of them stereo. Restarting pulse
fixes the problem. Weirdly, if I unplug and replug the device while pulse
is running, it will report the same 26 or 3 configurations, depending on
what the number was before the unplug.

I'm running pulseaudio 0.9.22 from Debian unstable.

I will attach the output of pulseaudio -v in both cases, in case that
 might help.
