Comment:

 Even if the workaround is implemented in alsa, it doesn't need to be fixed
 in many drivers. So far only the HDA driver has been identified as
 reporting wrong the gain of the lowest volume step, so the workaround
 could be done in the HDA driver. If there are other hardware that uses
 some other driver, then the workaround could be implemented in libasound.
 Neither of those alternatives require any more cooperation than doing the
 workaround in pulseaudio, right?
