Some HDMI and SPDIF receivers lose the beginning of the audio stream when
opening the device. In order to work around this issue, it would be nice if it
would be possible to define a per-device delay before starting to mix streams
into the audio that is sent to the receiver, that is, PulseAudio should
generate a bit of silence first when opening the device. The length of the
silence should be user-configurable.
