I have the exact same problem with Jitsi + Pulseaudio + USB sound devices. I
have tested with 3 different USB devices on different machines running Debian
Jessie (comes with PA 6.0), and experience the same problems. Onboard
soundcards works perfectly.

However, I've tested with Ekiga + Pulseaudio + USB sound devices, and this
setup doesnt seem to have underrun problems. According to Ekiga no packets gets
dropped. Using USB devices, I do get slightly higher latency than using onboard
sound card when talking to myself through Asterisk Echo() test.
