Yes, pactl works right after booting just like pavucontrol does.

I have already disabled autospawn and the autostart of pulseaudio via a desktop
file as I was trying to see what's causing all of these issues.

Currently I'm starting pulseaudio as a systemd --user service. I'm using arch
linux 64 bit and I have never installed pulseaudio from source.

I can't currently run the command as I'm on a different machine, but I will
provide the output later today.
