As root:

LANG=C PULSE_LOG=99 pactl info
No protocol specified
xcb_connection_has_error() returned true
Using shared memory pool with 1024 slots of size 64.0 KiB each, total 
size is 64.0 MiB, maximum usable slot size is 65472
Not doing autospawn since we are root.
Trying to connect to /run/user/1000/pulse/native...
SHM possible: yes
Connection failure: Access denied

As user:
