Do you expect audio to move to HDMI without any other action than plugging in
the HDMI cable? That's not going to happen, because not all HDMI monitors have
speakers and automatically switching to a silent output would be very bad.
You'll need to select the HDMI output manually (but only once - after you've
chosen the HDMI output, PulseAudio should remember that choice).

Caveat: if you start playing the video before plugging in the HDMI cable,
PulseAudio will probably not move the existing audio stream to the HDMI output
automatically. Only new streams are expected to go to HDMI. I hope to fix this
in PulseAudio 13.0.

If you continue to have the problem even after manually choosing the HDMI
output, please attach the output of "pactl list" when the HDMI cable is plugged
in. Use the "Add an attachment" link for that (sometimes people paste long
texts to the comment box, which makes it difficult to read the discussion).
