<pre>setting PULSE_COOKIE works for me.
I tested using pulseaudio-4.0-9.gitf81e3.fc20.x86_64 on fedora 20, put this
into my ~/.bashrc:
export PULSE_COOKIE=$HOME/.xdg/config/pulse/cookie
and restarted my (kde) session, and that cookie file got used/updated.
But... indeed it does not seem to respect XDG_CONFIG_HOME.</pre>
