Sorry, I forgot to say that aplay tries to open "default" when no other
device is specified. So these two commands were not revealing.

Ah, it seems your hardware can't play s16le @ 48kHz. But that error does
indicate that hw:0 exists. So try this when PA is not running:
aplay -v --device=plug:hw:0 /usr/share/sounds/alsa/Noise.wav
