You can have only one 'pulse' device and then move the streams around.
Once you moved a stream from one output to another, it will play through
it every time it is available - currently (as of 0.9.20 or so) switching
on-the-fly, too, when the device becomes available.

ALSA applications feed Pulse, and it's Pulse that decides where will the
stream go.
