I'd say the module argument should take precedence. If I run "paplay
--volume=10000 file.wav", I don't want module-stream-restore to mess
with the volume. Similarly, if I run "pactl load-module module-alsa-card
device_id=2 profile=off", I don't want module-card-restore to mess with
the profile.

FWIW, in our particular use case it doesn't matter, because we don't use
module-card-restore at all.
