Which part of GPL licence do you think is forcing you to do that?

I think that in GPL terms and conditions the is no one.

In section "How to Apply These Terms to Your New Programs" (which 
is not part of GPL terms and conditions) is written that each 
file should (not have to!) have at least copyright line and a 
pointer to where the full notice.
