The best format to receive such data in is likely to be CSV 
(Comma-Separated Values).  It's likely the easiest for the guy to 
export, and the most flexible for converting to other formats.  Remember 
that when asking someone or some company for data for free, the burden 
is on you to convert it to any number of formats... you should always 
ask the provider to provide it in the easiest format possible for them.

If you request data from someone in some wacky format that actual takes 
work on their part, you are immediately less likely to finally receive 
it, and in the case that you do, less likely for them to agree to give 
you updates.

Go for CSV.  It's easy to change it to any other format later.
