Hi,
  I just released SCIM 0.99.2, you may have a try. A global config
file for scim library was added, usually it's /etc/scim/global. This
file is used to store the global configurations for scim library, all
configurations which are not suitable to be stored via loadable config
module should be stored in this file. A per user global config file
(~/.scim/global) can be available in order to override some system
wide configurations.
  The format of the global config file is same as the config file of
simple config module.

  And, scim-panel-gtk command was moved into /usr/libexec/, users may
not use this command directly.

  If you want to use different config module and panel by default, you
can specify them in /etc/scim/global.
