<pre>FWIW, I asked our UI designer Jakub Steiner if he agrees that all key events
should go to Boxes UI rather than guest when kbd is ungrabbed explicitly and he
said:
"Yes. Always prefer deterministic behavior even if it means an extra step to go
through. Complex context switching isn't something we're good at. We can train
to go through a predictable number of steps."</pre>
