Currently, the 90-second timeout for services is hardcoded in def.h.

I would like to be able to change the value of this 90-second timeout
system-wide.
This would, if I'm not mistaken, be a new option in system.conf.


Why it would be useful (to me):

Services that hang do happen, for various reasons. [*]
On a personal netbook, it is more important to be able to shutdown quickly,
without waiting two minutes. (especially if you have a mechanical hard disk and
are in a hurry — HDDs don't like shocks while running)

Contrariwise, on servers, you may want to increase the 90-second timeout.
