People using initramfs/initrd (like me) may need this too as after switching
root, the rootfs should be remounted rw. I was trying to figure out why my
rootfs staying ro until I've asked in #systemd and got an answer from Kay :) Anyway, we
need to wait for native fsck for fstab/fs_passno stuff I think.

I would like to point out that currently packages need to put a symlink or run systemctl
enable $pkg in their post* in order to enable the newly installed units. That would be good
to see something like EnabledByDefault= as suggested by Michal Schmidt in [0].
