These definitely make sense outside of systemd too:

tmpfiles
udevd
detect-virt

This makes sense as mechnism service as well.

hostnamed

These make only sense if there are actualy init scripts invoking them:

binfmt
modules-load
random-seed
sysctl
vconsole
