Check if you have
/sys/firmware/efi/efivars/LoaderTicksExec-4a67b082-0a4c-41cf-b6c7-440b29bb8c4f
on your system.

If that is missing then there's something wrong with gummiboot and you
need to update, otherwise you need to update systemd.

(That said, Kay just changed all this a few minutes ago so that these
vars are replaced by some that export nsec rather than raw TSC
values. You might now need an even newer systemd+gummiboot combination.)
