[systemd-devel] Service enable at runtime after union fs

I cannot start the target *apps-started* before it has had all its
dependencies satisfied.

Anyway I solved adding a new service "after" *apps-started* that restarts
it. In this way all the services
added with the union are correctly started.

Is this the right approach to use?
