[Tango-artists] re-packaging for java projects

Hello Jakub,

I created a similar jar file from the tango-icon-theme-0.5.0.tar.gz
distribution and have submitted it for upload to the central maven
repository at ibiblio.

Progress may be tracked using the following issue:
