Mission Control 5 creates accounts with RequestedPresence = (Unset, "", "") and
Disabled = TRUE.

telepathy-spec should specify the initial state - perhaps RequestedPresence =
(Offline, "offline", "") and Disabled = TRUE? Or perhaps Disabled = FALSE?
