Telepathy-SofiaSIP currently sends a ringing notification as soon as it gets an
invite. Gabble should (until #21964 is fixed) do the same.

Also, if a Jingle dialect that doesn't support ringing notifications is in use,
it should treat the session-initiate ack as <ringing/>, and the session-accept
as <active/>.
