Gabble's presence cache has a concept of being "unsure" about presences: it
waits a few seconds after we connect for other folks' presences to trickle in
before declaring that those it hasn't heard about are offline.

Or at least, that's the theory. Actually, the timer starts as soon as
RequestConnection() is called, so if you're on a slow connection, the period
can end before we're even connected.
