It's not a URI scheme (the URI scheme is just "urn"), but we could special-case
URNs so we treat the first level of hierarchy as conceptually part of the
scheme, if there's a good reason to do so.

I'm not sure that wedging URNs into this structure is necessarily all that
helpful, though? If you're aiming to solve the "emergency calls and service
URNs" use case, we already have a separate interface for that which I think is
probably more appropriate.
