It's sometimes useful to have the account minimally online, even if the
requested user presence for the account is offline.

This is useful for the purposes of client applications that can use the
connection for "background" tasks, such as addressbook sync, mail notification
or similar. While they're using the connection, we don't want to go offline
even if user chooses it.
