Is there a use case for having DTMF operate on a single stream within a channel
(or content) interface, without affecting the other streams? In other words,
is there the potential to have multiple audio streams (that are sending) within
a channel, and wanting DTMF tones to only happen on one of them?

I think figuring that out is necessary for determining whether DTMF should
happen at the stream, content, or channel interface. I'm not convinced that
passing around stream objects/IDs is desirable.

http://git.collabora.co.uk/?p=user/dilinger/telepathy-spec;a=summary has
changes to DTMF to make it operate across all streams for a given channel, if
that's the route we choose.
