I just joined a MUC and looked at my debug log and got a whole lot of

  DEBUG ("don't know %u's presence; assuming text chat caps.", handle);

for everyone in the MUC. I don't think the message is all that useful, so I
removed it, and while I was there tidied the code up a bit.

I'm prepared to be told the 'empty' thing is not an improvement on the previous
special-case.
