Currently, we have a mixture of links to faqs.org and ietf. I would love to be
able to replace them all with something of the form:

<tp:rfc-ref rfc="5245" section="9.1.1.1"/>

so that we can standardise the formatting of spec text (e.g. "RFC 5245 §
9.1.1.1") and link to the same reference site (e.g.
http://tools.ietf.org/html/rfc5245#section-9.1.1.1)
